Executive Managing Director/CEO
Dr. Mathias Bwanbale is the Executive Managing Director and Chief Executive Officer of the Central Region Development Commission (CRDC). He was appointed to the role in January 2021.
Dr. Bwanbale has over 20 years of experience in development finance, institutional leadership, and strategic investment. Before joining CRDC, he served as Managing Director at Meridian Capital Advisory and held senior roles at Eastbridge Development Bank and Umoja Financial Services.
He specializes in infrastructure finance, public-private partnerships, institutional transformation, and economic policy. His leadership is rooted in cross-sector collaboration, financial innovation, and sustainable impact. He also sits on the boards of CapitalBridge Microfinance and AgriTech Industrial Holdings.
Dr. Bwanbale holds a Doctorate in Development Economics, a Master’s degree in Development Finance from Strathmore Business School, and a Bachelor’s degree in Economics from Makerere University. He is a Fellow of the Chartered Institute of Development Finance (CIDF) and a member of the African Economic Leadership Forum.
Chairman of the Board
Dr. Osborn Lukongwa Binaisa is the Chairman of the Board at the Central Region Development Commission (CRDC).
Dr. Binaisa brings over 25 years of leadership experience in finance, investment management, and public-private sector governance. He previously served as Executive Director at PanEquity Capital and held senior roles at Highland Investment Corporation, where he led major funding strategies and institutional reforms.
He has served on several corporate boards, including Apex Foods Ltd, Tristar Motors Africa, and EquiGrow Microfinance. He currently sits on the boards of SolCap Insurance Brokers and EastCom Holdings Ltd.
Dr. Binaisa holds a Doctorate in Financial Management, a Master’s degree in Finance and Banking, and a Bachelor’s degree in Business Management from Midlands University. He is a Certified Public Accountant and a Fellow of the Institute of Board Governance and Ethics.
Executive Director Project
Mr. Michael Kitaka is the Executive Project Director at CRDC, overseeing planning, coordination, and execution of high-impact regional development projects.
He has 17 years of experience in project management, engineering, and development logistics. Before joining CRDC, he was Project Implementation Lead at TransGlobe Infrastructure Ltd and previously served as Senior Project Engineer at Unity Build Consortium.
His expertise includes project structuring, infrastructure planning, stakeholder coordination, and sustainability compliance. He is known for leading multi-phase infrastructure programs across energy, transport, and agriculture sectors. He currently serves as a board advisor at Nexus Regional Works.
Mr. Kitaka holds a Master’s in Project Management from the University of Nairobi and a BSc in Civil Engineering. He is PMP certified and a member of the African Infrastructure Development Association (AfIDA).
Executive Director, Budget & Finance
Mr. Samuel Nelson Kintu is the Executive Director, Budget and Finance at CRDC, responsible for planning, monitoring, and aligning the Commission’s financial resources with its strategic goals.
He brings more than 18 years of experience in public finance management, budgeting, and fiscal policy. He previously served as Finance Director at Kenga National Investment Fund and was Head of Budget Planning at MetroBank Development Unit.
Mr. Kintu’s areas of expertise include macro-budgeting, expenditure control, resource optimization, and public sector finance reform. He is currently a non-executive director at Crestline Agro Logistics Ltd.
He holds an MBA in Financial Management from Makerere University and a Bachelor’s in Finance from Egerton University. He is a Certified Government Financial Manager (CGFM) and a member of the Association of Public Finance Professionals.
Executive Financial Director
Mrs. Mildred Barungi is the Executive Financial Director at CRDC, responsible for financial strategy, investment oversight, and capital mobilization.
With over 16 years in corporate finance, she previously served as Chief Investment Officer at Omega Asset Partners and Financial Controller at Pacifica Capital Holdings. Her work spans capital raising, portfolio management, and financial restructuring.
Her specialties include financial modeling, institutional finance, impact investing, and credit structuring. She is also a board member at Renew Energy Capital Ltd and Nuru Women’s Economic Fund.
Mrs. Barungi holds an MBA in Finance from the University of Pretoria and a Bachelor’s degree in Accounting from the University of Rwanda. She is a CFA charterholder and a Certified Investment Analyst.
Secretary
Mrs. Rebecca Gwantu Idi is the Board Secretary at CRDC and Head of Corporate Governance. She manages legal compliance, board processes, and corporate records.
She brings 14 years of legal and governance experience. Previously, she was Company Secretary at Tristar Holdings and Legal Affairs Officer at Zenith General Group.
Her areas of focus include regulatory compliance, board governance, contract law, and ethics. She is also secretary to the Governance Committee of the African Public Investment Network.
She holds a Bachelor of Laws (LLB) from Uganda Christian University and a Postgraduate Diploma in Legal Practice. She is a Certified Governance Auditor and a member of the Institute of Chartered Secretaries and Administrators (ICSA).
Executive Director, Procurement
Mrs. Franca Lucia Odinga is the Executive Director of Procurement at CRDC, responsible for supply chain oversight, vendor management, and procurement compliance.
She has over 15 years of experience in procurement strategy and logistics. Prior to CRDC, she worked as Head of Procurement at Continental Logistics Authority and Senior Procurement Specialist at NovaAid Africa.
Her skills include contract management, public procurement law, risk mitigation, and transparent sourcing practices. She has led procurement systems design in energy, health, and infrastructure programs. She also advises on supply chain integrity for East Coast Trade Initiative.
Mrs. Odinga holds a Master’s in Supply Chain Management from Moi University and a Bachelor’s in Business Administration. She is a Certified Procurement Professional and a member of the Chartered Institute of Procurement & Supply (CIPS).
